While most other racing games have the player controlling a motorized vehicle (such as a car or a powerboat), or using physics to move closer to the goal (skiing, sailing and so on), in G1 Jockey the player is controlling an animal, which makes it slightly different from other racing games in the market. The player has to balance four things - the overall speed of the horse, the stamina, horse motivation, and the potential, which affects for how long the horse can keep the speed high after all stamina was lost - crucial for the last stretch sprint. It's impossible to raise all four at once, so players must have a well defined strategy to succeed. Depending on their abilities, each horse might be better suited for a particular strategy or type of race, and each must be treated differently to achieve the best possible result. The game features a large roster of horses, and many tracks to choose from, including flat track and steeplechase races. Game modes include race training, a tutorial, two player mode, and the career mode, where the player starts as a rookie jockey, and must complete races and training sessions to attract the attention of better stables.

After the events of the film, Duke and Scarlett travels to the Arctic and free Heavy Duty, Ripcord and Snake Eyes from the M.A.R.S Detention Center. Also, they fight the Baroness and bring her to the Pit. In Egypt, the Joes learn that Cobra is taking the Apep (Gem), and must defeat Firefly. In the jungle, the Joes learn that Cobra is making a pyramid-like building in the middle of the jungle. From there, the Joes must defeat James McCullen (who now takes the identity of Destro) at the rooftop of the pyramid building. Finally, they must defeat the Cobra Commander and Storm Shadow at North Magnetic Pole Volcano base.

Cobra Commander somehow survived the last time he fought the G.I. Joe team and this time he is plotting to use the long lost powers of the Atlanteans in his bid to rule the world. The game's format is similar to that of Capcom's Bionic Commando series with an overhead map of the various sub-stages, and bosses (Overkill, Cesspool, Firefly, Major Bludd, Destro) located at Cobra bases sprinkled throughout the game. Cobra Commander is the final boss at the end of the game once again.

In the single-player mode, the player controls a G.I. Joe training camp on the bottom of the screen protected by a barrier and armed with two laser cannons. In this mode the goal is to keep the giant Cobra-operated robot snake from destroying the shield and thus the training camp by hitting it eight times. The Cobra robot shoots venom and laser beams. In two-player cooperative mode control of the G.I. Joe training game is split between two players as they work to destroy the Cobra robot. In the two-player competition mode one player controls the Cobra robot and another player controls the training camp. Cobra Strike was the first video game to use the G.I. Joe license. The U.K. version of the game was renamed Action Man: Action Force. Synopsis: "The Action Force training camp is under siege from a giant Cobra Combat Machine built by the evil Baron Ironblood. As the Cobra looms over the camp the Action Force recruits run to shelter from its vaporizing venom and piercing laser beams. Man your positions! Defend the camp! Use missile attack cannons and atomic-powered energy shields to fight the deadly Cobra."

At the beginning of the game the player selects a one player or two player game. The objective as one of the members of the G.I. Joe team is to eliminate any threats from Cobra and to capture eight Cobra operatives. The game cannot be completed if too many members of either side are placed in jail, other members are released to perpetuate the game. Two modes of play are used; overhead vehicular combat sections, where the player controls a member of the G.I. Joe Special Forces, and one-on-one fights with Cobra operatives. In the overhead combat portion of the game, the player could select one of eight Joe team members (such as Snake-Eyes), to face off in combat against one of eight Cobra agents (such as Zartan). There are different geographical locations, such as woods, desert and arctic tundra. Each character had access to a vehicle from the G.I. Joe series, such as the Dragonfly helicopter, Rattler plane, M.O.B.A.T. or H.I.S.S. tank. The one-on-one melee battle portion of the game featured sixteen characters available for the Joe team: Duke, Scarlett, Recondo, Torpedo, Snake-Eyes, Roadblock, Spirit, Zap, Gung-Ho, Snow Job, Blowtorch, Stalker, Ace, Wild Bill, Steeler, and Clutch. The Joes were pitted against eight Cobras: Destro, the Baroness, Zartan, Firefly, Cobra Commander, Storm Shadow, Major Bludd, and Scrap-Iron.

G.I Joe is a side-scrolling action game where you can select 3 out of a possible 5 characters to complete a mission. Each level is in three main parts: The fight into the mission zone, the mission zone, and the escape from the mission zone. The stages where you fight into and escape from the mission zone are straightforward action – just fight your way to the end of the stage, and defeat the stage boss. The actual mission zone is a maze, where the object is to place bombs at pre-determined locations, then find and use the exit. The mazes start out easy with the first one being only two screens high and 4 long. Level 6 is 7 by 8 for a total of 56 screens. The game features 30 tracks, and 15 crafts; however, when the first six races are available, the player must complete the game to unlock more tutorials and tracks. It also features "Trackman", a mode which allows players to create their own tracks using various objects. Tutorials guide the player to this mode. A two-player split screen mode is included in the game, as well as the Time Trial and Cup racing modes for one player. The player should choose a craft they like to use in the game, and then go through five series (each including six tracks). After the race has loaded, the screen will show a view of the track. The player will see a countdown that would begin the race. The player must finish at first, second or third place to win. If he or she successfully completed a series, the player unlocks more material. Despite the tracks incorporating twists, turns, loops, corkscrews and jumps, various obstacles are considered avoidable for him or her. Falling off the track is one example. When below the third position, he or she will lose. In addition, there are the boost and health icons throughout each track.
