The story of the game takes place in 1986 in Seattle after the decimation of society following the outbreak of a virus that reanimates the dead. Randall Wayne is a survivor of the event and has since been separated from his family of his wife, Shannon, and daughter Lydia. Randall had joined a pack of survivors formed of his friend Ben, an officer named Sam and two sisters, Stella and Karla. Randall is seen killing Karla in the beginning of the game due to her being bitten and infected. When the others return and confront him, "Shadows", the term for the undead, struggle to get inside their room. The others are able to get away through a vent but Randall gets stuck in the room and tells them to get to a safe area aptly called the "Safe Point". Randall is able to escape the area alive and begin traversing the dilapidated Seattle world.

The year is 1938. James Lee Quatermain is a man of many talents, yet holding on to money isn't one of them. Quatermain isn't all too keen on escorting Jennifer Goodwin, a US agent and former colleague of his, to an Egyptian temple complex in order to retrieve an ancient artifact - The Heart of Atlantis. Neither does he believe in the reputed invigorating qualities of this artifact, nor does he care that a division of the Ahnenerbe, the Nazi department specialized in the occult, is after The Heart as well. But life has its ways of changing one's perspective. Quatermain soon finds himself part of a hunt across the globe - from the stormy deserts of Egypt to the icy depths of the Arctic and all the way to the steaming jungles of Guatemala.

Dead to Rights II marks the return of action-hero Jack Slate and his K-9 companion, Shadow. In this sequel, Jack and Shadow find themselves once again in the mean streets of Grant City, ensnared in a labyrinth of crime, corruption, and betrayal. Although he swore he'd never return to the city that left him for dead, the plight of an innocent girl draws Jack back. The game features Hong Kong cinema-style action and new gameplay mechanics such as greater interaction with Shadow, disarm moves, a 360-degree fighting engine, melee weapon battles, and a dramatic spherical slow-motion diving system.
