Airline Tycoon Deluxe is the fourth incarnation in the Airline Tycoon series. It contains all the content from the previous games: Airline Tycoon, Airline Tycoon First Class and Airline Tycoon Evolution, but adds 20 new airports as well as features such as accepting cargo from remote estates. It is a comic-styled simulation where you manage an airline, competing against other tycoons. Players have to buy new planes or repair old ones from a museum, keep the customers happy and the planes in good shape, and apply for bank loans. You also need to design and decorate the airport facilities, use security measures against opponents or sabotage other planes yourself, along with full maintenance of the stock market listing, route plans, order books and marketing. The game supports network games for up to four players and new planes can shared over the internet.

Fly with the 1st, 2nd, and 3rd Element squadrons as you defend country and, eventually, Earth itself from attack. Pilot aircraft that span sixty years of aviation including WWII prop planes, Korean War jets, rare prototypes, and even aircraft from previous Konami games like the Vic Viper and TwinBee. Between missions you can explore the base and talk to wingmates, buy new aircraft and special weapons, modify or repaint existing aircraft, and get mission briefings. Missions can have varied objectives, but any enemy crafts shot down will reward money used to buy, modify, and repair aircraft. While Ken Thomas is the main character of the game, other pilots can be used in missions as the game progresses, and using them can open up bonus missions as well as alter the story. The player can only play as Delta Squadron pilots, but the story is told from the perspective of both E.D.A.F.'s Delta Squadron and their O.C.C. Ace counterparts. Medals are awarded to each pilot as they reach milestones, such as number of enemy aces shot down or number of aircraft purchased.

The player begins every round atop inflating stations. These inflating stations, which are scattered throughout the arenas, also act as checkpoints. Remaining atop an inflating station for too long will cause the player to burst. A bar gauge at the bottom of the screen allows the player to monitor their air level.

There are six basic types of game available in Air-Sea Battle, and for each type, there are one or two groups of three games, for a total of twenty-seven game variants. Within each group, variant one is the standard game, variant two features guided missiles which can be directed left or right after being fired, and variant three pits a single player (using the right gun) against a computer opponent, which simply fires continuously at the default angle or speed. In every game, players shoot targets (enemy planes or ships, shooting gallery targets, or each other, depending on the game chosen) competing to get a higher score. Each round lasts two minutes and sixteen seconds; the player with the higher score after time expires is the winner, unless one player wins (and ends the game) by reaching 99 points before the time is up.
